The FCC still has not acted on its proposal to ban prerecorded or automatically dialed calls to cell phone numbers. As you may recall, the FCC proposed a change in the standard for “express consent” for these calls but has not acted on its proposal.

One rumor was that the FCC was going to bifurcate the issue, treating some prerecorded and autodialed called in one way (lesser standard of express consent) while other calls would be subject to a higher standard of express consent.
